Do you happen to have found a bit of time to test these new features?

In addition, Kevin contributed a few days ago a new SQLite-based history 
method:
   https://github.com/InterNetNews/inn/pull/349

It would be worthwhile testing too, notably to see whether it performs 
better on large spools.  If you are disposed to give it a try in a 
testing instance, you can apply the patch (or I can generate a tarball 
with the patch for you).
