I think, openldap is the right place for the users.
I don't know any webbased programms, but there are several command line
programms around.
You can authenticate the users with a self written Perl/Phyton programms,
which are very flexible to handle.
Have a look at /usr/lib/news/bin/filter/nnrpd_auth.pl
