IRRToolSet 4.8.6

On behalf of earlier authors of IRRToolSet, it is my pleasure to announce IRRToolSet 4.8.6. This tar ball is identical to version 4.8.5 from ISC except for some text in comments, the licensing text. USC has agreed to change its licensing to MIT style open source license. The new tar ball is available from:

http://sruti.usc.edu/IRRToolSet/IRRToolSet-4.8.6.tar.bz2

Thanks to Prof. Ramesh Govindan, also an author, for doing the heavy lifting at USC.
