IOS XR support for RtConfig

Hi,

Here is a patch to 5.0.0 to implement IOS XR configuration support in
RtConfig.  It's basically a copy of f_cisco.cc & f_cisco.hh modified in
various ways to achieve the desired output.

It is both syntactically & functionally correct and in production in our
environment, but YMMV.  Execute rtconfig with -config ciscoxr

Patch is probably too large for list, so available at
