peval / as-set clue bat please

so, as i feared.  this is gonna be a mess, as the query is in 20 year
old <gasp> perl and driven by a text file database.

and how many other magic phrases will we be needing to add to how many
IRR instances over time?  can you say "does not scale well?" :)
