[kea-dev] suggestion: add --nonet to xstproc during configure stage

Hi,

--nonet was once a parameter in configure.ac's xsltproc command. I'm
to blame for removing it in a pull request. What was bothersome to me
about it is that if it doesn't find docbook.xsl locally, it stops with
an "I/O Error:  Attempt to load network entity
http://docbook.sourceforge.net/release/xsl/current/xhtml/docbook.xsl".
I've since found out that installing docbook-xsl package on Ubuntu
solves this problem.

I support this change, you might consider creating a pull request.
