We don't want that option in Debian. Kea should has as few dependencies
as possible and OpenSSL is already present in most systems.

Kea is hoping to reach 1.1 beta by end of August. I can't promise that
we'll meeting that deadline, but I'm somewhat optimistic about it. We
will make sure that Kea builds ok by then.
