I performed the same dump (ok, with option -n) with isc-dhcpd. The
client immediately obtained an IP and the dump contains:

[root at radius-wlan2] /var/log# fgrep "Server-ID Option 54," DHCP-isc.dump
    Server-ID Option 54, length 4: 10.32.36.35
    Server-ID Option 54, length 4: 10.31.192.2
    Server-ID Option 54, length 4: 10.32.36.35

So, isc-dhcpd doesn't seem to check the Server-ID Option 54 as strictly.
