There are 3 states supported:

    /// @brief A lease in the default state.
    static const uint32_t STATE_DEFAULT = 0;

    /// @brief Declined lease.
    static const uint32_t STATE_DECLINED = 1;

    /// @brief Expired and reclaimed lease.
    static const uint32_t STATE_EXPIRED_RECLAIMED = 2;

You can see the values in src/lib/dhcpsrv/lease.cc|h.

True. We should probably document it in less obscure way than deep in the code. Can you file a ticket for it?
