Ah, OK.  Well, since these are all views on a database I can fix it up 
behind the scenes :-)

It was this wiki page http://kea.isc.org/wiki/HostReservationsHowTo and in 
particular the Postgres code which inserted something into the 
dhcp4_options table with subnet scope.
