[Kea-users] CentOS srpm for Kea 1.3.0

Hi Bill,

You're welcome.

I have since added a systemd service file for kea-ctrl-agent and bumped 
kea-1.3.0 rpm minor version to 2.

So, it's probably a good idea to rebuild.
