=> today it is not very easy: the best way is to make all reservations
to put the query in a specific class (cf Reserving Client Classes in DHCPv4)
and to check it in a hook installed in a callout called after host identifier.

In a close future (likely before 1.4 beta) it will be integrated in Kea
with the KNOWN builtin class (note the callout restriction will remain)
but the code is not yet written so not reviewed or merged.

Of course if all reserved addresses are outside pools (common but not
mandatory) it is enough to check if the address is in a pool.
