[Kea-users] keactrl not found

Hi Tom,

The 1.4 package has systemd services defined, and the keactrl binary is not
required. It should be in /usr/sbin/keactrl, however it is best to use the
system services for [start|stop|status] as well as [enable|disable]
functions.
