Hi Makhdoom,
   If you wish to download and build the Kea software from source it is available at :  https://www.isc.org/download/
Instructions for compiling and configuring are included in the Kea Arm,  which is found at : https://kea.readthedocs.io/en/kea-1.8.2/
If you wish to install from ISC's  precompiled open source packages there is article explaining how this may be done here : https://kb.isc.org/docs/isc-kea-packages
