In that case, have a look at:
https://kea.readthedocs.io/en/kea-2.4.1/arm/dhcp4-srv.html#using-a-specific-relay-agent-for-a-subnet
which allows you to give a directive to Kea that a relay agent should
be served by a certain subnet.  This can also be done at the
shared-network level if you are using that concept.
