I misunderstood your configuration. In my case, using OpenBSD as
opposed to pfSense, My only inside address is on the main vlan, none
of the others. The switches handle all vlan routing and because of
that I need ip-helper-addresses on the switches for all of those vlans
not addressed by the router.

Don't know why you would need relay/helper service when the interfaces exist.
