I am currently starting to upgrade 2 kea-2.4.x servers to 2.6.1 and hit
a similar issue.
Although I don't understand what to change ;-)
I don't run DHCPv6 at all.
I see the kea-ctrl-agent listening on port 8000, so
isc-kea-dhcp4-server.service can't start anything there.

What do I have to adjust?
The config of the control agent(s)? On both nodes?
