I wrote before that I couldn't get pg_service.conf working but that
turned out to be an error in the drop-in systemd unit I was using.
Fixing that so that environment variables PGSERVICE and PGSERVICEFILE
were properly set to a name and a path to
pg_service.conf(respectively) gives me all the connection settings I'd
like including TLS verification and target_session_attrs.
