As an update I just checked on a recent Windows 11 24H2 installation 
with cumulative update 2025-03 and could not see these renewal-loops any 
more. So perhaps the issue got resolved. Or at least does not appear on 
this specific machine (I don't have other 24H2 compatible machines to 
test currently).
