Does the user you are running Kea as in your home lab have permission to write to that file? You say you did not change it, but you do not say you checked it. Please run "ls -la /etc/kea" and post the results. Also please tell us the user Kea is running as.
This may also be SELinux or AppArmor or other similar scheme. Check /var/log/audit logs or the equivalent.
