there is an error in the configuration of an Kea-DHCP hook library.

Try to test your Kea-DHCP. configuration with

kea-dhcp4 -T /etc/kea/kea-dhcp4.conf

(use the upper case "-T" to test not only the Kea-DHCP config, but also the Hook-Config)
