The earlier. 13 in this case is a Nokia-specific sub-option that is
part of sub-option 9(vendor-specific information), part of option
82(RAI). See the attached screenshot for the relevant part of the
documentation. In other words it can also be expressed as
"relay4[9].option[13].hex", but that doesn't work either.
