Unfortunately, I don't have a DHCPv6 server that sends multiple 
Option-56 containers, each containing an IPv6 address.

Keep in mind that ISC-KEA only sends one IPv6 address; even if another 
IPv6 address is configured, only one is ever sent.

It’s also possible that the clients have implemented both options due to 
the ambiguity of the RFC.

First and foremost, it would be important for KEA to allow sending 
additional IPv6 addresses in additional option-56 containers, strictly 
in accordance with the RFC.

If most clients cannot parse this, a workaround could later be allowed 
to maintain compatibility with existing DHCP clients.
