You can mange hosts and leases without the subscriber-only hooks using 
Kea after 2.7.7.

I have a deployment with six Kea servers (two server HA pairs per site) 
and one centralized Stork instance. Everything is managed via that one 
Stork instance and pushed to the DHCP servers. Leases/hosts are in local 
MySQL (MariaDB) databases. The only thing not in the database is 
configuration that goes into "kea-dhcp4.conf” but that rarely changes.
