disabled according to systemd something is starting it at boot
time. I think libvirtd or gnome-boxes. Removed those and kea now
starts up as expected.</font><br>

This is running on a virtual machine, rocky linux 8.5.

firewall have been disabled for testing. Network seems fine

system other than this. My initial config is just a couple of

address based on mac address and no pool. If I can get this

plan to add reservations for all clients in each of the
subnets.<br>
