            running as non-root on RHEL 8.9  and have changed ownership
            on relevant directories.<br>
            Somehow ownership for /var/run/kea is being changed from
            non-root user to root during a reboot.<o:p></o:p></span></p>
        <p class="MsoNormal"><span lang="EN-US">As a result none of the
            services kea-ctrl-agent.service, kea-dhcp4.service will
            start at bootup but terminates with “Unable to use
            interprocess sync lockfile (Permission denied):
            /var/run/kea/logger_”
