The registries of ".ci", ".mg" and ".fr" developed together a free
(free as in free speech, not free as in free beer) software,
CODEV-NIC.
It has been presented at the WSIS in november in Tunis and there will
be two presentations at Apricot (Perth, Australia, March) and Afnog
(Nairobi, Kenya, May).
CODEV-NIC uses internally a XML-RPC interface so you can develop
applications (such as a Web interface, although there is already one)
easily. It is a modular system.
Requires PostgreSQL, Python, Vampire/mod_python if you want the Web
interface, Request Tracker if you want the ticketing system.
".ci" already uses it (you can play with whois.nic.ci).

We made an informal survey of existing software before choosing to
develop a new one. Since it is an OpenReg mailing list, it may be
