Hello Scott and Kevin!

I think Kevin's suspicious may be correct.

Please move the hook files from the `/var/lib/stork-server/hooks` 
directory to any other location but not under `/var`. Next, you must 
provide a new hook location using the `--hook-directory` flag or the 
`STORK_SERVER_HOOK_DIRECTORY` environment variable.

Please report if it solves your problem. Please attach your operating 
system version, too.
