[stork-users] Minimum TLS Version 1.3 with AWS RDS

Hello,

I suspect commit 697a2c3be6a781e46448548d0f365f6c3dd747a2 prevents Stork
2.4.0 from connecting to AWS RDS PostgreSQL, TLS 1.3 is not supported there
yet.

There exists flag rest-tls-1-2-enabled but there doesn't appear to be a
similar flag to downgrade connections to the database? That flag doesn't
resolve the problem at least.

Downgrading my version to 2.3.2 resolves the issue for now.
