[stork-users] Duplicate host reservation with Kea in HA + psql hosts db

Hello,

We have Kea in HA with PostgreSQL backend for leases and host reservations.
No host reservations are defined in the config.

When adding a new host reservation via Stork, or the Stork API, an error is
returned:

"forwarding Kea command to daemon [16] DHCPv4 on machine [7] 10.254.1.89
failed
command reservation-add failed: non-success response result from Kea: 1,
text: Database duplicate entry error"

This is reproducible 100% of the time.
However, the reservation is added and works correctly.
