BIND 9.14.0rc2 is now available

BIND 9.14.0rc2, the second release candidate for the first official
release in the BIND 9.14 stable branch, is now available for download
from https://www.isc.org/downloads

This brings us one step closer to the final release of BIND 9.14.0
