Well, not really. How many addresses do you have?
This zone would be delegated by the NS of the next higher level.
If your addresses do no include an entire octet, then the ISP and you
should follow the configuration example of RFC2317.

It depends on the ISP. Some will register the domain for you with
Internic or you might need to register it yourself.
