You do not state what system or version you are running, nor what
version of BIND.  Version 8.2 of BIND, on some Solaris systems, showed
this message because the control file was not being removed when 'named'
was re-started.  This has been fixed in more recent versions of BIND.
The current version is 8.2.2-P5.

The control file is used to allow 'ndc' to communicate with 'named'.
