timeout algorithm for forwarding

If my name server forwards to serverA and serverB and
serverA crashes, what is the timeout before my name
server tries serverB?  Does BIND4 use the same method
and timeout values?

And would my name server forward to serverA for the
next query it can't answer?  Or would it know from the
last query that serverA did not responded and would
not try serverA until serverB timeouts?  Thanks
