ctl_server: bind: Address already in use

	Firstly, upgrade.

	BIND 8.2 will issue this error message under two conditions in
	BIND 8.2.

	1. there is another named running.
	2. the last time named shutdown it was not shutdown gracefully
	   so it didn't have a chance to clean up the unix domain socket.

	Later versions of BIND test for two and clean up silently.

	This is *not* a reserved port issue as unix domain sockets do not
	have ports.
