NT DNS; recursive lookups fail after ISP link blinks

i have posted the message below to no less than 4 MS
related groups, with no enlightened response.  at the
risk of flames related to the issue of this post being
NT centric, i try here.

to wit:

I have an NT4/SP5 machine running DNS with a modem
connection to an ISP.  When DNS service is started
while the modem link is up, DNS successfully does
recursive lookups.  If the modem link goes down
briefly, DNS stops doing the lookups until the DNS
service is stopped and restarted.

How can I keep DNS server's knowledge/usage of the
route out for recursive lookups intact?  It's a pain to
have to restart DNS every time the modem link is
briefly down.
