	Because the default (and original hints) mode is
	"forward first;" and in that mode you fall back
	to using the Internet directly if the forwarder
	is down.  This requires being able to find the
	root servers directly hence hints.

	Having private namespaces is a relatively new
	phenomenon.  "forward only;" just removes the
	fallback section.   With BIND 8.2.1 you do not
	need hints with "forward only;".
