No root nameservers for class IN (but I really don't want any in there)

	No.  We just supply the initial tar bundles.  It really is not
	that hard to build and install from them.

	Yes.  Though I would still do it as a seperate zone same as you
	have a seperate forward zone.  It will make any future connection
	to the Internet as a whole easier.
