That's probably because it's on (i.e., "notify yes") by default in BIND 8.

The master should be sending a NOTIFY message to the slave, and the slave
should take that NOTIFY message as an indication to check the serial number
of the zone in the notification.  If the transfer isn't happening, the slave
is probably logging some error to indicate why.
