Set refresh time on startup

When bind-8.2.2-T4B does a db_load() for a secondary zone on startup,
zoneinit() resets the refreshtime after db_load() sets it to a good
value based on the zone file age. See the 'ns_refreshtime(zp, tt.tv_sec);'
line in db_init.c:zoneinit().

Is this intended behaviour?  The ns_refreshtime() time in zoneinit()
appears to be redundant, or should at least come before the db_load()?
