Johnny,
The domain name servers in a sysplex
have hooks into Workload Manager (WLM)
to get system capacity information.
One primary and any number of secondaries
can be present in the sysplex.  The primary
and all secondaries have the WLM hooks.
All name servers with WLM hooks must
run in the sysplex.

There is a very good redbook at

number SG24-5235-01 that describes
this.  It's called "TCP/IP in a Sysplex".
