Listing of top-level

I have a question to the nslookup. 

I want to get a list of *fr domains,
but I am unable to do it.

When I go to any DNS which provides the *fr domains
(ns.eu.net etc.) and type in nslookup 
'ls -d fr' I get the message 
'Can't list domain fr: Query refused'

It's here any limit for max number of the list, which I can get
from a name server? It's any method how to get it?
