Interesting Messages Using Zone Check

I used the Zone Check program for the CAP.GOV zone at: 
http://www.nic.fr/zonecheck/english.html

It generated some interesting errors:

1.	NO inetnum record for: 198.88.0.19
How do you fix this?


2. The server ns1.cap.gov is non recursive
The following records of the additional section are unexpeced or 
incorrect: cap.gov IN A 198.88.0.19 (incorrect, the name should be 
ns1.cap.gov)

Why is it complaining about an A record for cap.gov ?
