It means that your server was trying to look up something in the
uni-dortmund.de domain. When it queried one of the servers that the domain
is delegated to, instead of getting back an answer or a referral to a
server for a subdomain, it got a referral back to the server for the parent
domain DE.

It looks like the problem servers are ns.germany.eu.net and ns.nic.de.
Both of them are in the delegation records for this domain, but they don't
answer authoritatively. If you're the administrator of either of these
servers or the uni-dortmund.de domain, you should straighten on this
inconsistency -- either correct the delegation or get the servers
configured properly. If you're not associated with this domain, you can
try notifying the administrator (net-admins at HRZ.uni-dortmund.de) or just
ignore the messages.
