The file I have is dated the same, and has the following in the header:

; This file is made available by InterNIC registration services
; under anonymous FTP as
; file /domain/named.root
; on server FTP.RS.INTERNIC.NET

I just went to ftp.rs.internic.net with no problem, and the file hasn't
changed.

However, if you couldn't, the way to verify the data is with:

dig . ns @a.root-servers.net

It's not really critical to have the latest file. The first thing that
named does when it starts up is send the above query to each of the servers
in the file until it gets a response. It then uses the root server list
that is returned, not the list in the file.
