Window NT and Bind 8.22P5 IP's!

Please help, I am running 8.22 P5 and I can only run the server on the
lowest ip on the machine.  I tried the listen-on line and it didn't make a
difference.  If anyone knows about this I could really use the help.  Also
if someone could tell me if there is a makefile for the win32 version of
Bind I would appreciate it.
