Given that the BIND9 lwresd is actually the name server, there's no
need for it to "rotate" queries. It'll work like the name server does
by montoring the RTTs to the name servers it queries as it builds up
its cache. IIRC, lwresd doesn't (need to) pay any attention to the
rotate directive in resolv.conf. lwresd acts a bit like a forwarding
nameserver so there's not much point rotating queries between the
servers listed in resolv.conf. By running lwresd, the host will already
have a name server that's capable of resolving queries for itself.
