Technically, a "resolver" is anything that is trying to resolve a name,
so it could be a client construct or it could be a server assuming the
role of a DNS client in order to satisfy a recursive query.

But more commonly it refers to the facility on a client system which
enables programs to look up names, typically by means of a library
linked -- statically or dynamically -- into that program.
