Using 1997 root list with BIND 4.9.3

I don't think the format of the file has changed in ages, just the
contents.

In any case, it doesn't really matter, because one of the first things that
BIND does when it starts up is query one of the root servers to get the
current list.  From then on what you had in your file is ignored.
