named error: not listening on any interfaces

New problem -

I've had bind running smoothly for the past several months (with the
exception of the MX problem I mentioned a little while ago). However, I've
been making some changes the past couple of days, and while I thought they
were harmless I now get the following problem:

Mar 13 12:33:21 hoss named[4639]: bind(dfd=20, [216.62.177.2].53):
Permission denied

Mar 13 12:33:21 hoss named[4639]: not listening on any interfaces

This comes up every hour, on both my primary and secondary DNSs, and I have
no idea what they mean.

I did an ifconfig -a, and both my loopback and NIC interfaces are up and
running. Also, name resolution is working fine. So what does the messsage
mean?
